The ceremony of signing a treaty of collaboration between the certain subjects of the Russian Federation, professional organizations and National Listing Agency ‘Regional innovations and investments’ took place on October, 28 in the State Duma.
The head of Kulikov’s Center of Innovations, vice-president of Communication Agencies Association Vadim Kulikov supposes:
Groupwork of private investments into science especially here in Russia must be sufficient. Relationship between science and business are not being ruled now and it’s a great trouble. More than a half of projects destroy because a businessman and a scientist have different preferences. An inventor is afraid that a businessman will cheat on him using his research without the author. We ought to fix it legitimately who and on which scale may have rights on the usage of this or that intellectual product.
Deputy of the State Duma Chairman Valery Yazaev comments:
Modernization and technological development of economy is not possible without forming of certain complex infrastructure on a regional level at first. Such an infrastructure must help to attract investments into innovation companies and projects by means of decreasing of transaction costs and by development of innovating investments in the Russian Federation in general. In this way the roleplay of the Listing Agency on realization of state-private partnership terms will definitely find its support on all the levels of the government.
Dionis Gordin, the chief executive of the Listing Agensy finds that:
We make efforts to establishing of an effective dialogue between business makers and the state, to shaping of comfortable environment for the attraction of investments into innovations companies and infrastructure. An up-to-date chain of financing has already been created. It starts with the very first stage of development of an innovations company when the usage of trade mechanisms is difficult yet and finishes with the comprehensive IPO when a company is on the stage of making a stable progress. Today’s signing of treaties appears to be important not only in the light of keeping to form investments infrastructure in the regions but also in terms of the upgrowth of connections throughout the country and international transfer of modern technologies.
The signing of treaties will broaden the area of the Listing Agency work, attract backing for research and fulfillment of projects into the regions. There are 15 regions included into the Agency’s area which have transfer of projects, money and technologies among them. Bryansk, Novgorod, Penza, Ulianovsk districts, Kabardino-Balkaria, Mari El, Zabaykalsky region, the towns of Dubno and Protvino from Moscow district, the town of Zelenograd. There were also signed the treaties with Assosiation of regional banks of Russia, the Investments Holding FINAM, CJSC and the investments company «CRT International», Canada. An important step was to sign notices of intention with Krasnoyarsk area and the republic of Chechnya.
